About the Central Virginia Transportation Authority

The Central Virginia Transportation Authority (CVTA) was created in 2020 to address the region’s transportation needs by generating and managing dedicated local funding. CVTA allows the Richmond region—comprised of nine jurisdictions including the City of Richmond, Town of Ashland, and surrounding counties—to prioritize and fund critical transportation projects that improve safety, accessibility, economic development, and overall quality of life.

By leveraging resources through sales and gas taxes, CVTA partners with local governments and state agencies to enhance multimodal opportunity, maintain and grow infrastructure, and ensure long-term viability of transportation investments. This regional authority gives Central Virginia more control over transportation planning and funding, helping the area respond to growing transportation demands while creating a future-forward strategy for the region’s infrastructure.

Funding and Revenue

The CVTA generates revenue through regional taxes, ensuring a dedicated source of funding for transportation improvements in Central Virginia. This approach gives the region greater control over its transportation future, allowing us to prioritize critical projects and ensure long-term sustainability.
Sales and Use Tax: A 0.7% regional sales tax funds the majority of CVTA’s initiatives.
Gas Tax: A wholesale tax on gasoline and diesel fuel further contributes to project funding. These funds are adjusted annually for inflation to maintain long-term stability.
By pooling these resources, CVTA empowers localities to fund both large-scale regional projects and smaller, locality-specific initiatives. We are committed to using these funds efficiently and transparently to improve the region's transportation infrastructure.
