Title VI of the Civil Rights Act of 1964

CVTA is subject to the Virginia Freedom of Information Act, which requires access to public records as provided under the Virginia Public Records Act.

What Is Title VI?
- Title VI of the Civil Rights Act of 1964 is a federal law that protects individuals and groups from discrimination on the basis of race, color and national origin in programs and activities receiving federal financial assistance. The Council receives federal financial assistance for many of its programs.
- Title VI also forbids intentional discrimination as well as disparate impact discrimination. Disparate impact is the adverse effect of a practice that unintentionally has a disproportionate affect on a group of people. In addition to the Civil Rights Act of 1964, there are other laws that the Council must uphold.
- On February 11, 1994, President Clinton signed Executive Order 12898: Federal Action to Address Environmental Justice in Minority and Low-Income Populations. Its purpose is to focus federal attention on the environmental and human health effects of federal actions on minority and low-income populations. The goal of this Executive Order is to achieve environmental protection for all communities.
- On August 11, 2000, President Clinton signed Executive Order 13166: Improving Access to Services for Persons with Limited English Proficiency. The Council is required to examine the services we provide and identify any need for services to people who speak English as a second language.
What is the Title VI Plan?
The Richmond Regional Transportation Planning Organization (RRTPO) complies fully with Title VI of the Civil Rights Act of 1964 and related statutes and regulations in all programs and activities. Due to its shared services agreement with PlanRVA, CVTA conforms to the plans and policies set forth in the RRTPO Title VI Plan.
The RRTPO developed a Title VI Plan, and the CVTA Executive Director is responsible for ensuring the plan’s implementation, for coordinating the overall administration of the Title VI Plan and assurances, and overseeing compliance with applicable non-discrimination authorities in CVTA program areas.
The Title VI Plan describes the concepts of Environmental Justice and Limited English Proficiency (LEP) and outlines the definitions of Title VI and associate non-discrimination acts.
